Poor Speed in chennai

I have brought Photon+ a couple of months back,I am at chennai and during those days there was proper speed and the speeds were touching around 1 Mbps....

Now,I am facing too much of problem with speed issues....I am getting a download speed of 15kBps...I am facing this problem for a month now and recently I complained to customer care regarding the same and They sent me an engineer who visited my premises and told me that he cant do anything since the tests he performed on speed test were good{He got speeds of 400-600 kbps} after he tried out 8-10 times

He checked the signal and confirmed that I am getting only one tower and the speed should be satisfactory

I asked him to download an application and check it but he did not do so...


Please help me to find a solution for this problem
